Compliance Requirements
Flying drones over a South African township is not something you may simply decide to do. Five regulators govern this work. Here is every one of them, and what TAPP has committed to under each.
- 01POPIAProtection of Personal Information Act
- All data and footage handled under POPIA.
- Footage covers public spaces only.
- Stored in encrypted Teraco databases.
- Shared solely with authorised officials.

- 02CAACivil Aviation Authority
- TAPP is applying for the approvals required under Part 101 of the Civil Aviation Regulations. Drones will only fly under a SACAA operator certificate, with licensed remote pilots and approved flight paths.
- 03Private Security Industry Regulation ActPSIRA
- Security services are provided only by PSIRA-registered providers, and all security personnel must be registered with PSIRA.
- 04Municipal by-lawsLocal authorities
- We are seeking the approval of the relevant local authorities for drone flights and for cameras on public infrastructure, and will not proceed without it.
- 05Companies Act / Non-Profit legislationCIPC and SARS
- TAPP is a project of Kululeko NPC (2025/793334/08), a non-profit company. Kululeko's application for approval as a public benefit organisation is being processed by SARS.
Compliance Enquiries
Questions about TAPP's regulatory position, governance or the handling of personal information are welcome, and go straight to the team. Operational detail that could compromise township safety is not discussed over public channels.
