Why prevention matters.
Much of what happens in a township is never reported. People fear retaliation, and they do not believe an arrest will follow. The record understates the reality, and the reality goes unanswered.
A response that arrives afterwards can describe what happened. It cannot undo it. Prevention is the difference between a report and an ordinary evening.
