About TAPP
The community safety programme of Kululeko NPC, a South African non-profit company. It is building a safety system for townships: awareness overhead, a way to call for help, and trained people who act on both.
Because public space in a township is not safe for the people most at risk in it. Women and children first. The whole township benefits.
Kayamandi is the founding project. Future locations follow readiness and partnership, and are not announced in advance.
Nothing. Residents are never charged, and the municipality is not asked to fund running costs.
Technology
A patrol on the ground sees one street at a time. From above the whole area is visible at once, so a response arrives already knowing what is there.
A panic device you wear. One press — no phone to unlock, no address to describe. It carries the location so the person wearing it does not have to.
No. They observe and gather evidence. Physical response is carried out by armed response personnel and SAPS.
No. It gives people better information, sooner. A person decides what happens next, every time.
Privacy & Trust
No. They record public space only, and stay at altitude.
Yes. Everything recorded is handled under POPIA and held in an encrypted database, with Werksmans Attorneys advising.
Authorised officials only — SAPS and prosecutors. It is not a public feed, and it is shared with nobody else.
Nothing begins without the approvals it needs: POPIA, the Civil Aviation Authority, PSIRA and local authorities. Those that are still being finalised are set out on the Compliance page. Method stays private, because a safety system that can be timed can be avoided.
Partnerships
Through sponsorship, partnership, or funding a deployment. Kululeko NPC's application for public benefit organisation status is still being processed by SARS, so contributions are not yet tax-deductible and section 18A receipts cannot yet be issued.
Yes. Townships, organisations and municipalities are welcome to approach us, and we will be honest with you about readiness.
