How the centre operates is not published, and will not be. That is not evasion — a procedure that is public is a procedure that can be planned around.

Local structures decide how this is used in their township, what is acceptable and what is not. Nothing is installed over a community's head. Without that agreement the rest of it has no legitimacy — and no chance of lasting.
